temporary barrier
means any barrier or fencing, whether collapsible or not, and includes any barrier sign, emergency light, chevron tape, barrier tape, police tape, traffic cone, barrier cone or flashdome cone that is used to indicate, demarcate, warn or delineate an area for purposes of traffic control or road closure;
