Notwithstanding anything contained in [Chapter X of the Mining Rights Act, 1967 (Act No. 20 of 1967)] the Minerals Act, 1991 (Act No. 50 of 1991), or any other law, the Minister may [use or] permit the use of [ground] land held under [mining title, or of open proclaimed land] any prospecting or mining permit or mining licence, for the establishment of [aerodromes] airports or for landing places for aircraft, provided such use is not, in the opinion of the [Government Mining Engineer] regional director mentioned in section 9(1)(a), likely to interfere with mining operations or purposes incidental thereto."
