4. Discretionary powers of registrar

 

(1)
(a) Any discretionary power conferred on the registrar in terms of this Act, other than those conferred by section 16 or 17, shall not be exercised by him or her to the prejudice of any applicant or any other person who appears to the registrar to be an interested party, without giving such applicant or such other person an opportunity to be heard within such period as may be prescribed or, if no period has been prescribed, within such reasonable period as the registrar may determine.
(b) An applicant or other person referred to in paragraph (a) may waive such right to be heard.

 

(2) Whenever in terms of this Act any period is specified within which any act is to be performed or anything is to be done, the registrar may, subject to the provisions of section 16, extend such period either before or after its expiry.
