The purposes of this Chapter are—
| (a) | to give effect to the Hague Convention on Inter-country Adoption; |
| (b) | to provide for the recognition of certain foreign adoptions; |
| (c) | to find fit and proper adoptive parents for an adoptable child; and |
| (d) | generally to regulate inter-country adoptions. |
