No person may dispatch or release a helicopter unless it is airworthy and all known defects have been rectified and appropriately certified by a licensed aircraft maintenance engineer (AME) or an approved aviation maintenance organisation (AMO) except where the dispatch of the helicopter is in accordance with an approved minimum equipment list issued in terms of regulation 128.07.22, a configuration deviation list approved by the State of Manufacture or as otherwise permitted in the aircraft flight manual.
