| (1) | An applicant for an aerodrome licence with a Category higher than 3, or for an aerodrome with an ATSU, shall establish a quality assurance system containing an aviation safety programme, for the control and supervision of the operation and maintenance of the aerodrome and its services and facilities in accordance with the requirements prescribed in this Subpart. |
| (2) | The minimum standards for a quality assurance system shall be as prescribed in Document SA-CATS 139. |
