Part 174 : Meteorological Information Services

Subpart 2 : Provision of Meteorological Services

174.02.2 Facilities requirements

 

(1) The Meteorological Service Provider shall establish necessary facilities to enable the provision of meteorological information.

 

(2) Facilities referred to in subregulation (1) shall include—
(a) an aerodrome meteorological office;
(b) an MWO;
(c) an aerodrome meteorological station; and
(d) a telecommunication and data link facility.

 

(3) An MWO shall continuously monitor hazardous meteorological conditions over a delegated airspace.

 

(4) An MWO shall maintain a continuous watch over an area that coincides with a designated FIR including delegated areas over international waters.

 

(5) The Meteorological Service Provider shall implement procedures to ensure that—
(a) facilities and systems established in terms of subregulation (2) are maintained and tested on a regular basis for normal operations; and
(b) records of facilities, systems, and equipment failures and degradation are maintained and periodically reviewed.

 

(6) An MWO shall—
(a) prepare SIGMET and other information relating to its area of responsibility;
(b) supply SIGMET information and other meteorological information to associated ATSU, as required;
(c) disseminate SIGMET information;
(d) prepare AIRMET information related to its area of responsibility;
(e) supply AIRMET information to associated ATSU;
(f) disseminate AIRMET information;
(g) supply information received on pre-eruption volcanic activity, a volcanic eruption, and volcanic ash cloud for which a SIGMET has not already been issued, to its associated area control centre or flight information centre, as agreed between a meteorological and ATS authorities concerned, and to its associated VAAC as  determined by regional air navigation agreement; and
(h) supply information received concerning the release of radioactive material into the atmosphere, in the area for which it maintains watch or adjacent areas, to—
(i) its associated area control centre or flight information centre, as agreed between a meteorological and ATS authorities concerned, and
(ii) aeronautical information service units, as agreed between meteorological and appropriate civil aviation authorities concerned.

(7) The information referred to in subregulation (6) pertaining to radioactive material shall comprise of location, date and time of the release, and forecast trajectories of the radioactive material.

(8) An MWO shall coordinate SIGMET with neighbouring MWOs' when enroute weather phenomenon extends or i s expected to extend beyond an MWOs' specified area of responsibility. to ensure the provision of harmonized SIGMET information.

(9) The boundaries of the area over which meteorological watch is to be maintained by an MWO should be coincident with the boundaries of an FIR or a CTA or a combination of both.
