This Part applies to—
| (a) | certification and operation of organisations providing aeronautical information service; |
| (b) | the provision of Aeronautical Information Product; |
| (c) | data originator; and |
| (d) | service provider who in the provision of aeronautical data and aeronautical information covers the territory of the Republic including areas over the high seas for which the Republic is legally responsible; |
