Air traffic service personnel shall have sufficient ability in reading, speaking and understanding the English language to enable them to adequately carry out their responsibilities as air traffic service personnel and shall have a minimum of ICAO level 4 in their English language proficiency examination as prescribed in Document SA-CATS 65.02.2.
