1)	All fees payable under the rules contemplated in section 440C(4)(a) shall be paid to the panel and shall constitute its funds, and the panel shall utilise its funds for defraying expenses incurred in connection with the performance of its functions.

2)	The panel may invest any unexpended portion of its moneys and may establish reserve funds and pay into them such amounts as it may deem necessary or expedient.
