| (1) | All State departments must, as far as practicable, purchase articles and supplies manufactured by prisoner Iabour from the Department at fair and reasonable prices as may be determined by the Minister of Finance. |
| (2) | The Commissioner may authorise specific services necessary or expedient and in the public interest or in the interest of any deserving charity to be rendered gratuitously. |
