With the object of changing the law governing the correctional system and giving effect to the Bill of Rights in the Constitution, 1996, and in particular its provisions with regard to sentenced offenders;

Recognising-

international principles on correctional matters;

Regulating-

the release of offenders and the system of community corrections;

in general, the activities of the Department of Correctional Services; and

Providing-

for independent mechanisms to investigate and scrutinise the activities of the Department of Correctional Services.

BE IT THEREFORE ENACTED by the Parliament of the Republic of South Africa, as follows:-
