Purchase

(1)	The Minister in consultation with the Board may, subject to subsection (2), devise a points demerit system, based on contraventions of this Act and of the National Road Traffic Act, 1996 (Act No. 93 of 1996), and may devise such penalties as may be prescribed.

(2)	The Minister must publish his or her intention of devising a points demerit system in the Gazette and allow three months for comment on the proposals.
