A carrier or cargo reporter who must submit an advance notice in terms of these rules must ensure that the transport document number used or assigned to the transport document for a consignment of goods is unique and is not duplicated on another transport document for a different consignment of goods for a period of twelve months or such other period as may be determined by the Commissioner in a specific case.
