In addition to any other powers or functions conferred upon or assigned to the Council by this Act, the Council may—
| (a) |
hire, buy or otherwise acquire such movable or immovable property as it may consider necessary for the performance of its functions and let, sell or otherwise dispose of property so acquired; |
| (b) |
from time to time raise money by way of a loan for the purpose of performing its functions; |
| (c) |
hypothecate its immovable property as security for a loan referred to in paragraph (b); |
| (d) |
with a view to promoting its objects, lend money against such security as it may consider adequate; |
| (e) |
make donations of property (including money) of the Council; |
| (f) |
by means of insurance provide for cover for the Council against any loss, damage, risk or liability which it may suffer or incur; and |
| (g) |
in general, perform such acts as may be necessary or expedient for the achievement of its objects. |
