"notary public"

means, in relation to any deed or other document creating or conveying real rights over land, a notary as defined in the Legal Practice Act, and practising as such in the Republic,  and includes regarding creating or conveying real rights over State land, a notary, as defined in the Legal Practice Act in the employ of the Department of Agriculture, Land Reform and Rural Development, and in relation to any document executed outside the Republic, a person practising as such in the place where the document is executed;
