Directions regarding the reopening of schools and measures to address, prevent and combat the spread of COVID-19 in the National Department of Basic Education, and Provincial Departments of Education, and all schools in the Republic of South Africa

15A. Health, Safety and hygiene protocols for marking and assessments

 

The purpose of these Directions is to provide guidelines to officials, educators and administration staff who are marking examination scripts and performing other functions related to the finalisation of the results of May/June and October/November Examinations and the release thereof.

(1) Subject to regulation 69 of the Regulations, gathering at the workplace for purposes of work, such as the marking of the examination scripts and related functions of the May/June and October/November Examinations, will be conducted at designated centres.

 

(2) Notwithstanding their COVID-19 vaccination status, all officials, markers, senior markers, deputy chief markers, chief markers, internal moderators and administrative staff must—
(a) wear a face mask;
(b) adhere to health and hygiene protocols issued by the Minister responsible for basic education;
(c) maintain a distance of at least one and a half metres from each other; and
(d) ensure that the space they are working in is well ventilated.

 

(3) The number of persons, permitted at a venue at any one time is limited to the numbers as prescribed under the Regulations in respect of gatherings for the particular adjusted Alert Level at the time of marking, but where the venue is too small to hold the number of persons, as prescribed under the Regulations, observing the distance of one and a half metres from each other, then not more than 50 percent of the capacity of the venue may be used, for the purpose of marking and related functions, at that facility for the duration of the marking session and other related functions, subject to strict adherence to all health protocols and social distancing measures for COVID-19.

 

(4) Officials, markers, senior markers, deputy chief markers, chief markers, internal moderators and administration staff, involved in the marking process and related functions may be accommodated over night at the marking centre where there are such facilities or at an appropriate facility that complies with all the health, safety and social distancing measures for COVID-19.

 

(5) Officials, markers, senior markers, deputy chief markers, chief markers, internal moderators and administration staff, involved in the marking process and other officials involved in the capture, resulting and processing of the May/June and October/November Examinations must, in the event that an official has to travel within the curfew hours, have in their possession a permit which corresponds with Form 7 in Annexure A of the Regulations, which will be issued by the Head of Department or the person duly authorised by him or her.
