These directions apply to—

(a)	Construction of new buildings, facilities and services required for or to enable teaching, learning and research;

(b)	Maintenance, extension, upgrading or refurbishment of existing buildings, facilities and services required for or to enable teaching, learning and research; and

(c)	Student housing developments.
