I, Lance Williams, in my capacity as Head of the National Disaster Management Centre, after having evaluated the nature of the xenophobic attacks on foreign nationals in the Western Cape Province and after having assessed the magnitude and severity of the occurrence, on the basis of information and recommendations received from the affected province hereby in terms of section 23(5) of the Disaster Management Act (Act No. 57 of 2002), classifies this occurrence as a provincial state of disaster for the Western Cape Province.
Emanating from the classification of this occurrence as a provincial state of disaster, and following the declaration of a provincial state of disaster by the Premier of the Western Cape Province, in terms of section 41 of the Disaster Management Act, section 41(2) of the Act will be invoked, allowing for extraordinary measures to be taken in respect of this Disaster.
