I, Pravin J Gordhan, Minister of Finance, acting in terms of the Division of Revenue Act, 2010 (Act No. 1 of 2010), as amended by the Division of Revenue Amendment Act, 2010 (Act No. 15 of 2010), hereby publish in the attached Schedules-
a) | stopping of allocation in respect of conditional allocations made to provinces under the Act. |
For ease of reference only and where applicable, the attached Schedules reflect the allocations published in the Division of Revenue Amendment Act, 2010 (Act No. 15 of 2010) as Column A, stopping of allocations in Column 8 and the total adjusted allocations in Column C.
This Government Notice is set out as follows:
Part 1: Stopping of conditional allocations; and
Part 2: An explanatory memorandum relating thereto.

Part 1: Stopping of conditional allocations
Schedules 4 (Allocations to Provinces to supplement the funding of programmes or functions funded from Provincial budgets) and 5 (Specific purpose allocations to Provinces) can be found in Government Gazette No. 34192 dated 4 April 2011.
Part 2: Explanatory memorandum to the provincial allocations set out in Schedule 4 and Schedule 5
This Gazette is published in terms of the Division of Revenue Act, 2010 (Act No. 1 of 2010), as amended by the Division of Revenue Amendment Act, 2010 (Act No. 15 of 2010), and provides information on stopping of allocation in respect of conditional allocations made to provinces in the 2010/11 financial year.
This is necessitated by the need to stop the flow of funds in terms of section 17 of the Division of Revenue Act, 2010 (Act No. 1 of 2010), as amended.
This Gazette therefore updates information that was published in the Division of Revenue Amendment Act, 2010 (Act No. 15 of 2010) in Government Gazette No. 33830 of 2 December 2010.
This notice affects the Infrastructure Grant to Provinces, the Community Library Services Grant and the Hospital Revitalisation Grant.
a) | In compliance with section 17 of the Division of Revenue Act, 2010 (Act No. 1 of 2010), as amended, the National Treasury stops the transfer of funds to the value of R2 470 million from Schedule 4 in respect of the Infrastructure Grant, for the following provinces: |
i) | Eastern Cape |
ii) | Free State |
iii) | Gauteng |
iv) | KwaZulu-Natal |
v) | Limpopo |
vi) | Mpumalanga |
vii) | Northern Cape |
viii) | North West |
b) | In compliance with section 17 of the Division of Revenue Act, 2010 (Act No. 1 of 2010), as amended, the national Department of Arts and Culture stops the transfer of funds to the value of R50.2 million from Schedule 5 in respect of the Community Library Services Grant, for the following provinces: |
i) | Eastern Cape |
ii) | KwaZulu-Natal |
iii) | Limpopo |
iv) | Northern Cape |
v) | North West |
c) | In compliance with section 17 of the Division of Revenue Act, 2010 (Act No. 1 of 2010), as amended, the national Department of Health stops the transfer of funds to the value of R452.6 million from Schedule 5 in respect of the Hospital Revitalisation Grant, for the following provinces: |
i) | Eastern Cape |
ii) | Free State |
iii) | Gauteng |
iv) | KwaZulu-Natal |
v) | Limpopo |
vi) | Northern Cape |
