The purpose of these Regulations is to ensure:

(1)	that there are measures for the introduction of number portability, including:

(a)	the creation of a national number portability database; and

(b)	cost allocation and cost recovery among licensees.

(2)	Protection of subscriber’s rights in relation to number porting;

(3)	effective functionality of number portability;

(4)	access and routing of communication to and from ported numbers;

(5)	that number portability occurs in an efficient manner without unreasonable delays or disruption of services.
