In these Regulations, any word or expression has the meaning assigned in the Electronic Communications Act, Act No. 36 of 2005, unless otherwise specified—
"Act"
means the Electronic Communications Act, 2005 (Act No. 36 of 2005);
"applicant"
means a person who has submitted an application for amendment, surrender or transfer of a licence;
"application"
means an application for amendment, surrender or transfer of a licence;
"fees"
means the applicable fees as may be prescribed and payable by an applicant;
"historically disadvantaged persons"
means South African citizens who are Black people, women or people with disabilities and that Black people are defined to include Africans, Indians and Coloureds;
"licence"
means a class licence;
"notice"
means a written notice in terms of the Act or these Regulations;
"registrant"
means a person who has submitted a notice for registration;
"registration"
means a registration for a class licence in terms of sections 16 and 17 of the Act;
"these Regulations"
includes any Schedule and Forms annexed to these Regulations;
"transfer"
means assign, cede or transfer a Licence from one person to another.
