The competent authority may make regulations with regard to the control of the dumping of litter, concerning-
| a) |
the nature, design, number, provision and placing of containers for the dumping of litter; |
| b) |
the nature, design, number, provision and placing of notices in respect of the dumping of litter; |
| c) |
the cleaning, clearing away and removal of litter and the emptying and maintenance of containers for the dumping of litter; |
| d) |
any other facilities or methods to prevent the dumping of litter, as well as programmes for the clearing away of litter; |
| f) |
any other matter which he deems necessary or desirable to control and prevent the dumping of litter. |
