Any person, except the publisher of a bona fide newspaper contemplated in section 16(1) and (2) of the Act, who has been issued with a registration certificate by the Board as a distributor of a film, game or publication and who wishes to distribute online any film, game or publication shall, unless that film, game or publication is already classified by the Board, submit such film, game or publication for classification through the BOS system.
