Chapter 3 : Details of Application

Construction of a Re-Gasification Facility (GALA.r.F1)

Provide the following information:

 

1. The proposed location (address, where available) of the re-gasification facility.

 

2. A description of the proposed facility and key design codes to demonstrate technical feasibility, adequately specifying the layout of the facility and the physical dimensions and capacity of the proposed facility. This must include:
(a) detailed drawings, including process flow diagrams; mechanical drawings and plant layout;
(b) the number of and design capacity of each tank in the storage facility; and
(c) the design capacity of the proposed re-gasification facility in international system of units (81) of gas per annum and per hour.

 

3. Details of the proposed geographic location of:
(a) the storage facility for liquefied gas if separate from the re-gasification facility; and
(b) the storage facility for gas if separate from re-gasification facility, if any.

 

4. Proof of financial viability of the proposed facility, including:
(a) commercial structure;
(b) projected financial statements and/or discounted cash flow (DCF) model (providing assumptions used in calculations and sourcing of figures);
(c) the status and/or proof of equity financing agreements and finance including terms and conditions;
(d) other costs incidental to the project (please specify whether legal, consulting etc); and
(e) projected capital outlays and cash flows.

 

5. Details of the LNG source, including LNG supply to the project in 81 units per annum.

 

6. Details regarding the following matters during the various stages of the project's development:
(a) gas capacity;
(b) investment plans and the schedule of implementation; and
(c) timelines for service commencement.

 

7. Indicate the proportion of re-gasification capacity that will be utilized by the applicant for own use.

 

8. A description of the existing and potential customers, including categorization such as distributor, power generator, large users and traders. In case of existing supply agreements, the particulars of such customers.
