When the agreement with the crew of a coasting ship or a fishing, sealing or shore-based whaling boat registered in the Republic has expired, the master or owner of the ship shall deliver such agreement to the proper officer with twenty-one days after such expiry, and the proper officer on receiving such agreement shall give the master or owner a certificate to that effect.
