Any person who receives or takes into his possession or under his control any money or other property of a seafarer who belongs or has recently belonged to any ship wherever registered shall return the same or pay the value thereof when required by the seafarer subject to such deductions as may be justly due to him from the seafarer in respect of board or lodging.
