If the certificate of a master or member of the crew is suspended by the Authority or a court of marine enquiry or a maritime court, or if the employment of a master or member of the crew is prohibited or if a fine is imposed upon him or he is reprimanded by a court of marine enquiry or if he is reprimanded by a maritime court, or if a direction is given by the Authority under section 87(2) in respect of the holder of a certificate, no person shall make any endorsement to that effect on the certificate of the master or member of the crew.
