The Director-General shall by letter inform all persons appointed by the Minister to be members of the Court that they have been so appointed, and of the questions which, on the information then in the possession of the Minister, are to be investigated by the Court. The Director-General may, at any time before the hearing of the investigation, by a subsequent letter, modify, add to or omit any of the questions specified in the letter of appointment.
