in relation to—

a) a municipality with an executive mayor, means the councillor elected as the executive mayor of the municipality in terms of section 55 of the Municipal Structures Act; or
b) a municipality with an executive committee, means the councillor elected as the mayor of the municipality in terms of section 48 of that Act;
