Guidelines adopted by the Minister or MEC before these Regulations took effect for the purpose of facilitating the implementation of the previous regulations, must to the extent compatible with the Act and these Regulations be regarded to be national or provincial guidelines issued in terms of Part 2 of Chapter 8 of these Regulations.
