(1)	In addition to any offence contained in section 79 of the Act, any person who contravenes or fails to comply with regulations 5(1), 6(1) and 10 is guilty of an offence and is liable on conviction to—

(a)	imprisonment for a period not exceeding five years;

(b)	a fine not exceeding R2 million; or

(c)	both such fine and imprisonment.
