The purpose of these Regulations is to—
| (a) | establish procedures and control measures for the import, export and transit of waste; |
| (b) | promote cradle-to-cradle management in the transboundary movement of waste; and |
| (c) | give effect to the Republic's obligations in terms of relevant international agreements on transboundary movement of waste. |
