Tax Recapitalization Programme: Surrender of Illegally Converted Toyota Panel Vans

Schedule : Notice to Surrender of Illegally Converted Toyota Quantum Panel Vans

 

1. BACKGROUND

 

1.1 The Department of Transport introduced a Taxi Recapitalization Programme as a consequence of unsafe taxi vehicles that resulted in injury and loss of life.
1.2 In 2005 Toyota Panel Vans were converted into minibus taxis illegally. These vehicles did not comply with the required safety standards for passenger-carrying vehicles. The Public Protector (SA) in the report titled "Illegal Conversions of Toyota Panel Van into Minibus Taxi", issued on 27 March 2019, recommended that the Department must ensure that no Toyota Panel Van that has been converted into a minibus taxi can carry passengers and is also found on South African roads.
1.3 Two thousand three hundred and fifty-three (2353) converted panel vans were identified by the Department as being illegally converted and of the converted panel vans four hundred and thirty-six (436) were retrofitted whereas one thousand nine hundred and seventeen (1917) will have to be scrapped. The owner of an illegally converted Toyota Panel Van must have an operating license or permit linked to the vehicle and also in the owner's name to qualify for a scrapping allowance.

 

2. CUT-OFF DATE FOR SCRAPPING

 

2.1 Illegally converted Toyota Panel Vans as fully described in this notice must be surrendered for scrapping at the Taxi Recapitalization South Africa, by 31 January 2023.
2.2 At the expiry of the date referred to in 2.1, no illegally converted Toyota Panel Vans will be allowed to transport passengers for reward and law enforcement authorities shall impound such vehicles where these are being utilised for transporting passengers for reward.
