A person is guilty of an offence and liable on conviction to a fine or to imprisonment for not more than three months, or to both a fine and imprisonment, who—
| (a) | contravenes any provision of these regulations; |
| (b) | drives a vehicle for scholar transport without a special identity card as required by regulation 42;or |
| (c) | uses such an identity card that does not apply to him- or herself. |
