| 1) | A licence authorising the driving of a motor vehicle shall be issued by a driving licence testing centre in accordance with this Chapter and shall be either – |
| a) | a provisional licence, to be known as a learner's licence; or a licence, to be known as a driving licence, and, except as otherwise provided in this Chapter, no person shall be examined or tested for the purpose of the issue to him or her of a driving licence unless he or she is the holder of a learner's licence. |
