means a traffic officer appointed in terms of section 3A, and any member of the Service, and any member of a municipal police service, both as defined in section 1 of the 45 South African Police Service Act, 1995 (Act No. 68 of 1995), and for the purposes of Chapters V, IX and X and sections 74 and 78 of this Act, includes a peace officer;
