Where a valuator is unable to comply with or deviates from any provision of this Notice relating to the executive summary or the substance of the report, the valuator must motivate the reason for such deviation in the report: provided that the Registrar may request further details, or reject the said report, where he is of the opinion that such deviation is not justified.
