"petroleum pipeline"
means a pipeline used to transport petroleum excluding those located on the premises of—
| (a) | a manufacturer of petroleum products; |
| (b) | a storage facility; |
| (c) | a retailer of petroleum products; |
| (d) | an agricultural cooperative; |
