Any officer who, not being a witness in a court of law, without the consent of the sender or receiver, or otherwise than in pursuance of his or her duties—

(b) | divulges the existence, contents or substance of any telephonic communication or maliciously or wilfully intercepts a telephonic communication or prevents or delays the transmission thereof or makes use for his or her own purposes of any knowledge he or she may acquire of the contents thereof, |

shall be guilty of an offence and liable on conviction to a fine not exceeding R4000 or imprisonment for a period not exceeding twelve months or to both such fine and such imprisonment.
