Notwithstanding anything to the contrary in any other law contained, the account shall be subject to audit by the Controller and Auditor-General to the extent determined by the Minister of Finance acting in consultation with the Prime Minister, after consultation with the Controller and Auditor-General, having regard to the special nature of the account, and the Controller and Auditor-General shall for the purposes of his audit accept the certificate of the Prime Minister in regard to any expenditure from the account.
