No person shall be appointed as a member of staff unless he or she is a South African citizen, meets the requirements set out in Part 3 of Schedule B that are prescribed for appointment to the post concerned and, according to the health questionnaire referred to in regulation 4(2)(b), has the physical ability to properly perform the duties and functions attached to the post concerned.
