Any person who—
| (a) | wilfully hinders or obstructs any person designated under section 18(1) or (2) or 20(3) in the performance of his or her functions under this Act; |
| (b) | fails to comply with an order in terms of section 18(6A), except an order for costs shall be guilty of an offence and liable on conviction to a fine or to imprisonment for a period not exceeding six months. |
