(b) |
If the land an which the township is situated is not State-owned land, the person who is the owner of the land on which the township is situated may make an application referred to in paragraph (a) to the registrar of deeds. |
(2) |
The registrar of deeds shall open a township register in respect of a township referred to in subsection (1) if he is satisfied that all relevant legal and other requirements for the opening of the register have been complied with. |
(3) |
At the opening of a township register of a township referred to in section 15(1), the ownership of portions indicated on the general plan as public places shall vest— |
(a) |
in a case where the township is situated within the area of jurisdiction of a local authority, in the local authority; and |
(b) |
in other cases, in the Minister in trust for a local authority until a local authority is established for the township or the township is incorporated in the area of jurisdiction of a local authority, whereupon it shall vest in such local authority |
and the registrar of deeds shall make an entry of such vesting in the documents under his control or which are produced to him, in such manner as he may deem necessary.
