| (1) |
Meetings of the Council shall be held at such times and places as the chairperson may determine from time to time: Provided that the first meeting shall be held at a time and place determined by the Minister. |
| (2) |
The quorum for any meeting of the Council shall be a majority of the members. |
| (a) |
A decision of the Council shall be reached on the basis of consensus by all members of the Council. |
| (b) |
In the event that the Council fails to reach consensus on a decision such decision shall be considered as having been refused. |

| (3A) |
The Council shall convene a special meeting at such time and place and on such date as determined by the chairperson— |
| (a) |
on receipt of a written request by the Minister; |
| (b) |
on receipt of a written request signed by at least two members; or |

| (4) |
The Council may determine its own procedures to be followed at its meetings and cause minutes to be kept of its proceedings. |
