(1)	No motion to draft, amend or rescind a statute or a rule is of force and effect unless adopted by at least 75 per cent of all members present at the meeting, provided that such meeting is constituted by at least one half plus one of the total number of members.

(2)	Any motion to draft, amend or rescind a statute or a rule must be in accordance with the provisions of section 32(2) of the Act.
