Vodka shall—
(a) | be produced by the distillation of any fermented, undiluted, harmless vegetable article or any fermented, with water diluted, harmless vegetable article, including any of the products mentioned in regulation 18(a), in a rectifying of fractionating column; |

(b) | unless flavoured, not have any distinctive characteristic, aroma, taste or colour; and |

(c) | have an alcohol content of at least 43 per cent. |
