| (1) | A WSA/WSP may, in addition to a volumetric tariff on a percentage of the water supplied or in addition to a volumetric tariff on the effluent discharged, levy any category of households a fixed charge for sanitation services. |
| (2) | The fixed charge for sanitation services must be substantiated and a WSA/WSP must clearly indicate what costs elements, as well as the quantum thereof, constitute the fixed charge. |
