NCOP Calls for Submissions on Budget-Related Bills
Brought to you by SA Legal Academy: The National Council of Provinces (NCOP) Appropriations Committee has invited written submissions on the replacement 2025 Division of Revenue Bill and the replacement 2025 Appropriation Bill.
The call for comment also extends to the Public Sector Pension & Related Payments Bill, which was tabled in March 2025. This Bill seeks to ensure that certain public sector pension, post-retirement medical, and other pension-related benefits under legislation and collective agreements are treated as direct charges against the National Revenue Fund.
The replacement Division of Revenue Bill and Appropriation Bill were tabled on 21 May 2025. These versions replaced the initial Bills tabled in March 2025, which were withdrawn following the removal of a proposed value-added tax (VAT) rate increase. The deadline for written submissions to the NCOP was set for 23 June 2025, preceding hearings on 25 June 2025.
Legislative Status
Following the parliamentary process, the following legislation was gazetted on 8 August 2025:
- The Division of Revenue Act, 2025 (passed by Parliament on 17 July 2025)
- The Appropriation Act, 2025 (passed by Parliament on 30 July 2025)
