National Treasury has issued the draft Local Government: Municipal Finance Management Amendment Bill, 2026, marking the first comprehensive legislative overhaul of municipal financial management in 23 years. National Treasury has published the draft Public Finance Management and Related Laws Amendment Bill, 2026 for public comment, introducing a statutory fiscal anchor and overhauling the public finance framework.
In terms of section 28 of the Public Finance Management Act, No. 1 of 1999, the Minister of Finance has tabled the Medium-Term Budget Policy Statement and the Adjustments Appropriation Bill in the National Assembly. National Treasury has withheld July 2026 equitable share allocations from 69 non-compliant municipalities due to unfunded budgets, outstanding creditor debts, and unaddressed irregular expenditure. National Treasury has temporarily withheld the July 2026 equitable share allocation for Nelson Mandela Bay Municipality due to persistent non-compliance with the Municipal Finance Management Act. The Office of the Accountant General has published the Draft 2026/27 Departmental Financial Statement Template on the MCS Hub for testing and public comment. National Treasury's Q3 2025/26 report reveals a severe regression in compliance with the Public Finance Management Act, with outstanding provincial and national department invoices older than 30 days reaching R15.5 billion.
